1. DEFINITIONS
ProPlugin Platform
The web platform ProPlugin.ee owned by Disaier OÜ, which provides services, profiles, search features, and other functionalities for specialists and clients.

General Terms and Conditions
These rules governing the use of the Website and Services; they may be supplemented by special agreements, guidelines, or additional terms.
User
A regular user or a registered user.
Regular User
A person who uses the Website to a limited extent without creating a personal account.
Registered User
A person who creates a user account on the Website and is able to use additional services and functionalities.
Specialist
A registered user who creates a service provider profile and may use paid subscription plans.
Agreement
A contractual relationship between the ProPlugin Platform and the User for the use of the Platform; concluded upon registration, actual use of the Platform, or through a separately concluded agreement.
Services
All functionalities provided through the Website – whether free of charge or paid – enabling the User to:
– create a profile,
– display service information,
– receive inquiries,
– manage their account,
– use paid subscription plans and additional services.
Software
The software solution required for the operation of the ProPlugin Platform, including systems for data collection, processing, searching, filtering, storage, and display.
Content
Texts, images, files, price lists, descriptions, contact details, works, analyses, and other materials added by the User or the Operator.
Database
A data set managed by ProPlugin.ee in which the User may add Content and through which searches and inquiries may be performed.
Work
Any material protected by copyright, including text, design, photographs, videos, graphics, documents, or other similar works.
2. VALIDITY AND AMENDMENT OF THE GENERAL TERMS AND CONDITIONS
2.1 The Website may be used solely in accordance with these General Terms and Conditions, good practices, and the legal acts of the Republic of Estonia.
2.2 If the User does not agree with the Terms and Conditions, the User is not entitled to use the Website.
2.3 The Operator has the right to improve, modify, or remove the functionality of the Website, as well as to add new functionalities, without obtaining the User’s prior consent.
2.4 The Operator may unilaterally amend the General Terms and Conditions and price lists for the following reasons:
– technological changes;
– addition of new services or termination of existing services;
– changes in legislation;
– security or data protection requirements;
– user feedback;
– court judgments or administrative acts.
2.5 All amendments shall be published on the Website with reasonable prior notice.
2.6 If the User does not agree with the amendments, the User may terminate the Agreement before the amendments enter into force.
2.7 Amendments that have entered into force shall not apply to services paid for prior to the effective date of the amendment, unless the amendment does not restrict the use of such services or unreasonably prejudice the User.
2.8 The Operator may establish separate terms, price lists, or guidelines for each service.
2.9 The Website may only be used via general-purpose web browsers (such as Chrome, Firefox, Safari, etc.). Automated requests (including scraping and bots) are prohibited.
2.10 The Agreement is deemed concluded:
– for a Regular User, upon use of the Website;
– for a Registered User, upon creation of a user account;
– for additional services, upon a separately concluded agreement.
2.11 Any use of the Website not expressly permitted under these Terms and Conditions is prohibited.
2.12 The invalidity of any provision shall not affect the validity of the remaining provisions.
3. QUALITY AND LIABILITY DISCLAIMER
3.1 The services of ProPlugin.ee are provided on an “as is” and “as available” basis.
4. USERS’ RIGHTS AND OBLIGATIONS
A Regular User may:
– view publicly available information;
– use free features;
– submit contact forms or inquiries;
– register an account.
A Registered User may:
– use all functionalities made available to the User;
– manage their profile;
– use paid subscription plans;
– add, modify, or remove their Content.
The User is responsible for:
– all Content added by the User;
– ensuring that the Content is accurate, correct, and lawful;
– ensuring that the User has the right to use and publish the Content;
– using the Services in compliance with applicable law and good practices.
The following is prohibited:
– publishing false or misleading information;
– uploading or using copyrighted material without proper authorization;
– misuse or abuse of the Services;
– copying or reproducing the ProPlugin.ee Database;
– advertising competing services in high-visibility or prominent placements;
– distributing viruses or malicious software;
– disclosing personal data of other Users;
– sending automated requests;
– damaging the reputation of another User;
– transmitting spam or mass solicitations.
In the event of violations, the Operator has the right to:
– remove Content;
– restrict user rights;
– terminate the user account;
– claim compensation for damages caused.
5. REGISTRATION
5.1 To create an account, the User shall provide the required information.
5.2 The username and password must be kept confidential.
5.3 The Operator considers each login to be an expression of the User’s intent.
5.4 Loss or compromise of the password must be reported immediately.
6. RESTRICTIONS ON USE OF THE WEBSITE
6.1 The Operator may require verification of the User’s identity.
6.2 All Content must comply with applicable law, good practices, and these Terms and Conditions.
6.3 The User is responsible for ensuring that all business-related information is accurate and lawful.
6.4 Linking to competing portals within listings or advertisements is prohibited.
6.5 Data scraping, use of robots, or automated requests is prohibited.
6.6 The Operator may remove Content without prior notice.
6.7 Content or activities that violate these Terms and Conditions shall be deemed a breach of the Agreement.
7. TRANSACTIONS AND RECOMMENDATIONS
The purpose of ProPlugin.ee is to enable the exchange of information between specialists and clients.
The Operator:
– does not participate in transactions;
– does not provide legal advice;
– is not responsible for Users’ decisions or their consequences.
All terms and conditions related to the provision of services are agreed directly between the Users.
8. DATABASE MANAGEMENT AND DATA PROCESSING
8.1 The Operator collects and processes personal data in accordance with the Privacy Policy.
8.2 The following categories of data may be processed, among others:
– identity data;
– contact details;
– profile data;
– transaction data;
– payment data;
– log data;
– usage preferences.
8.3 Data may be used for the provision, development, and security of the Services.
8.4 Data shall not be disclosed to third parties, except on lawful grounds or to authorized processors.
8.5 The User has the right to access their data, request correction, or request deletion of such data.
8.6 Data shall be retained for the period required by law (up to 7 years).
9. COPYRIGHTS
9.1 All rights to the Platform’s software, design, database, and technical solutions belong to ProPlugin.ee.
9.2 With regard to the User’s Content, the User grants the Operator a free of charge, worldwide, non-exclusive license to reproduce, translate, modify, distribute, and display the Work on the Platform.
9.3 The User confirms that they have the right to upload and use the Content.
9.4 The User may not copy or distribute any content of ProPlugin.ee without prior authorization.
10. COOKIE POLICY PRINCIPLES
10.1 The Platform uses cookies, including:
– persistent cookies;
– session cookies;
– analytics cookies;
– advertising cookies.
10.2 The User may refuse the use of cookies; however, this may limit the functionality of the Platform.

11. PAID SERVICES, FEES, AND PAYMENT TERMS
11.1 Paid services are described in the applicable price list.
11.2 The Operator may change prices by providing notice on the Website.
11.3 Paid services must be paid for in advance.
11.4 Payments are processed via Stripe.
11.5 In the case of recurring payments, subscription plans renew automatically.
12. RIGHT OF WITHDRAWAL
12.1 The User may withdraw from the service only if the service cannot be provided due to reasons attributable to the Operator.
12.2 If the service has already been used, the right of withdrawal does not apply.
12.3 Notice of withdrawal must be submitted by email.
13. FINAL PROVISIONS
13.1 These Terms and Conditions shall be governed by the laws of the Republic of Estonia.
13.2 Any disputes shall be resolved through negotiations or in Harju County Court.
13.3 The invalidity of any provision shall not affect the validity of the remaining provisions.
13.4 The User has the right to terminate the Agreement at any time.
